Objective & Strategy

GeMSIP’s objective is to have gender-responsive and socially inclusive programs be developed and implemented at the national level and in the two target districts, Syangja and Morang.

Responsible Agencies

On the side of the Government of Nepal, the following agencies are responsible for GeMSIP:

Gender Equality and Social Inclusion Implementation Committee (GESI IC) is a district-level organization to coordinate and promote GESI-related activities in the district. According to the GESI Policy adopted by MoLD, this Committee is to be established in all 75 districts. Syangja and Morang are the first districts in Nepal to officially establish GESI IC in 2010 with the support from GeMSIP.

Strategy

GeMSIP aims at strengthening functions of Nepal’s existing frameworks, policy and guidelines on GM/SI and promoting implementation of gender-responsive and socially inclusive programs at national and district levels. GeMSIP’s strategy to achieve this objective is threefold:

Alignment with the existing policy framework

GeMSIP aligns itself with the current GM/SI policy framework and integrates GeMSIP’s outcome into it. GeMSIP does not intend to make new policies or guidelines apart from improving on the existing ones.

The current policy framework that GeMSIP will primarily refer to includes:

Capacity Development

GeMSIP is a highly “process-oriented” project. Its outcome is the people themselves who have new mindsets, see the world with a different perspective and move things in different ways, irrespective of status, gender or group. GeMSIP tries to create such people. Its strategy therefore is capacity development, particularly through the learning-by-doing approach.

Pilot Project

Training alone is not sufficient to materialize the intended change in the real world. Government officials as well as local residents need to practice new ways of development administration that are gender responsive and socially inclusive. With this in mind, GeMSIP also provides opportunities for them to apply and practice what they have learned in this project. These opportunities are given in the form of Pilot Project to be implemented in some selected VDCs/municipalities.

At the same time, the Pilot Project will serve another important objective: first-hand experiences and insights gained through the Pilot Project will be reflected into the national policy and guidelines for further improvement.
